On yesterday's meeting, the Government adopted an Emergency Ordinance with the aim of reforming the wage system enforceable to councilors for European Affairs from public institutions and authorities, so that a reasonable differentiation of their wage is assured, taking into account the nature, importance and complexity of responsibilities, compared to the level of salary of the Secretary General and other categories of contractual personnel
The basic salary of the councilors for European affairs from public institutions and authorities will range between the minimum ceiling of 2.154 lei and the maximum ceiling of 3.232 lei. In the case of advisers for European affairs, in office at the entering into force of this normative act, the basic salary amounts to 3. 232 lei, as it has been established so far, through Government Ordinance no. 10/ 2008.
In other cases, the establishment of individual basic salaries for councilors for European Affairs is made by decision of the head of authority or public institution in which they carry out their activity, on the basis of some criteria and percentage quotas of increasing the basic salary stipulated at minimum ceiling, thus:
1. “The compliance with the post requirements” criterion will be allotted a percentage quota between 0-30%, set on the basis of the results achieved further to the evaluation of the individual professional performance, according to the Methodology for establishing the norms of evaluating the individual professional performance and enforcing the criteria to establish the basic limits among limits, approved through Government Decision no. 749/ 1998. For the councilors for European Affairs - beginners, the quota is set on the basis of the evaluation made by the examination commission according to the results obtained at the competition for post occupation.
2. The criterion “experience in specialty minimum 2 years”. There is a 10% increment quota of basic salary.
3. The criterion “Post- university specializations in the field of European Affairs or in the specific activity field of institution”. The increase quota of the basic salary is of 10%.
The councilors for European Affairs benefit of increments, and other salary elements stipulated by legal regulations enforceable to contractual personnel of the public institutions in which they perform their activity.
The credits' main chief accountants within public authorities and institutions in which the councilors for European Affairs carry out their activity can award monthly prizes in the limit of 10% of the expenses with salaries, relative to offices of Councilors for European Affairs yearly approved through budget to this end. The prizes can be awarded to councilors for European Affairs who have achieved or directly participate in obtaining results in activity, appreciated as valuable. The individual prizes are set by the credits' chief accountants within public authorities and institutions in which they perform their activity.
On leaving in vacation, the councilors for European Affairs are entitled, besides the leave benefit to receive a benefit equal to the gross basic salary from the month prior to the leaving on vacation.
