Today, the Executive has earmarked to Cantacuzino Institute 1 million RON from the budget reserve fund, at the Government’s disposal. The funds are intended for purchase of machinery and equipment so that the production of pandemic vaccine and vaccine against TB can be resumed.
As you know, the Ministry of Health has asked the Institute a short and medium run plan for actions so that on April 15, the manufacturing line can be reinstated and the National Agency for Medicines can give its sanction. The Institute management presented to the Health Minister this plan of measures and submits a weekly report on the work and activities of the Cantacuzino Institute.
Also, the National Agency for Medicines has assured the Ministry of Health that if this action plan is carried out; the practice authorization will be granted.
Also today, the Government has decided to double the use of electronic means for enforcement of assignment procedures and for achieving direct procurement by contracting authorities.
In other words, the minimum percent for achieving public procurement electronically by SEAP, will increase from 20% to 40%. Last year, savings were made through SEAP's use of 1.1 billion EUR and we estimate that this year, that amount will double - saving 2.2 billion EUR.
This legislative act promoted today provides that the sums collected by SEAP operator constitute income to state budget, not to SEAP budget. It is the participation fee in electronic tender, fee for publishing products catalogs, services or works and the fees for the organization of training courses by SEAP.
I would like to tell you that the Government earmarked a sum of 2 million lei from Intervention Fund at the Government’s disposal, stipulated in the state budget for 2010, for local budget of Odaile commune, Buzau County, to remove the effects of landslides in the area. I would like to say that the main credit chief accountant is responsible for the use of this money in accordance with the law provisions.
There has also been established that partial local elections for mayor of Ramnicu Valcea municipality will take place on April 18, 2010. There has also been approved the calendar programme on implementation of measures concerning the organization and unfolding of the ballot. Thus, candidatures can be submitted until March 29, 2010, and the campaign will take place within 3 to 17th of April 2010.
I would also like to say one thing. Prime Minister has asked the Foreign Affairs Ministry to simplify the forms required for citizens of Moldova, for the small – scale border traffic agreement to be implemented. Thus, citizens of Moldova can, under signature, declare that they meet all legal requirements to qualify for this agreement. Thank you
