PRESS INFORMATION on normative acts which may be included in the Working Agenda of the Romanian Government meeting of August 27, 10.00 a.m.

DRAFT LAWS

1. Draft law for the ratification of the Convention of the International Labor Organization no. 102/ 1952 on the minimum norms of social security, adopted in Geneva, on June 28, 1952, within the General Conference of the International Labor Organization
Note for editors: The European Code of Social Security is a legal instrument adopted by the member states of the Council of Europe, in Strasbourg, on April 16th, 1964, which establishes a set of minimum standards in the social security field.

2. DRAFT LAW for the completion of Article 2 and 3 from the Government Ordinance 82/ 2001 on some forms of financial aid for cult units belonging to religious cults recognized in Romania
Note for editors: The activities carried out by the religious cults recognized in Romania, in the field of social assistance and teological education can be financed from the state budget.

3. Draft Law on the non – banking financial institutions
Note for editors: The non – banking financial institutions can concomitantly carry out more types of crediting activity and it will give them the possibility to issue cards for more types of credits (presently, they can issue cards only for consumption credits).

DRAFT EMERGENCY ORDINANCES

1. DRAFT ORDINANCE for the amendment and completion of Law 202/ 1998 on the organization of the Official Journal of Romania
Note for editors: The State Owned Company “The Official Journal” will make the electronic form of the Official Journal of Romania, which will be accessible for free on internet.

DRAFT EXECUTIVE DECISIONS

1. Draft Executive Decision for the amendment and completion of the Government Decision no. 381/ 2007 on the organization and functioning of the Ministry of Labor, Family and Equal Opportunities
Note for editors: the Labor Ministry, as supplier of state aid for professional training will enforce the legislation in the field of state aid.

2. Draft Executive Decision for the amendment of the Status of the National Agency for Employment, approved whereby Government Decision no. 1610/ 2006
Note for editors: The normative act regulates the new organizational structure of the National Agency for Employment with a view to assuring the optimum functioning of the institution. According to the new provisions, the “Labor Mediation Directorate” will be set up, tasked mainly with the amiable negotiation of conflicts among the actors involved in the labor market.

3. DRAFT EXECUTIVE DECISION for the designation of the national growth poles in which investments are carried out with priority from programs with national and EU financing

Note for editors: Brasov, Cluj – Napoca, Constanta, Craiova, Iasi, Ploiesti and Timisoara have been designated as national growth poles, since investments can be carried out with priority from programs with national and EU financing.

4. Draft Executive Decision for the approval of the National Action Plan 2008 – 2010 for the implementation of the national strategy against persons' trafficking, for the 2006 – 2010 period
Note for editors: The national action plan establishes the objectives for the implementation of the strategy, activities, responsible, resources, deadlines, evaluation indicators for the strategic objectives of Strategy.

5. Draft Executive Decision on the allocation of some sums from transfers from state budget to local budgets, stipulated in the budget of the Ministry of Education, Research and Youth and the financing from the budget of the Ministry of Education, Research and Youth for 2008 of some capital expenditure for state pre–academic educational units, as well as on the amendment and completion of some normative acts

Note for editors: Important sums from the budget of the Ministry of Education, Research and Youth are allocated to investments in pre–academic educational units, both through transfers to local authorities whereby school inspectorates and directly, through school inspectorates.
