I would make two clarifications before the beginning of the Government meeting. And I would ask you to monitor, and today, we will adopt the Government’s decision on the supplementary daily agenda regarding the Cantacuzino Institute.
And also within the First House Program, Minister, on the discussions you will have with the Fund and the banks, until the end of week, it is necessary to complete all agreements with banks so that it takes more readily effect than we established by government decision, 14 days from the date of publication. I believe that through additional effort we can this weekend, to end all agreements with banks, and by March 8, Monday, it is a gift for all Romanians who wish to go further with first house programme in any of its forms: 60 thousand EUR, 70 thousand EUR or 75 thousand EUR. Now the issue is the signing of contracts with banks, but we have to accelerate it, because people do not know that 's banks’ business, they look at government and say, though we are within 2 weeks deadline, it must be operational on the basis of the decisions made this weekend.
Now, we pass to the first item on the agenda, which is no longer appropriate to recall that the entry into the Schengen area in March 2011 is an absolute priority of Romania, related to keeping our commitments Minister Blaga and the other colleagues, you have full priority on the legislative acts and things which must be implemented so that no one day, from March 2011, Romania not to be outside the Schengen area.

I present you a bill for the establishment, organization and operation of national information system of alert and Romania's participation in the Schengen information system, I have the CSAT's agreement to represent it in the government, and we practically regulate the organization and operation of national computerized system of alerts technically compatible with the Schengen information system of second generation. I add that the second generation information system has not yet entered into force, have failed the tests, do not know if it is repeated in the European Union, Schengen States, in April this year, it will be a decision of the JHA Council in March, but we are prepared to enter in the said intermediate system "SISone4all" so we can automatically transmit data in SIS II if it is to be applied. Through this legislative act, practically, we meet all the conditions, if it is passed in Parliament, to cope with the Schengen information system, we present in it what data is to be placed regarding categories of persons or property, persons sought under a European arrest warrant or for extradition, missing persons, wanted persons, or persons to attend judicial proceedings, persons or property for the purpose of discrete controls, property sought to be confiscated or offered as evidence during the proceedings, criminal aliens with banned residence in Romania.
.The data security measures are provided and aim at the physical protection of personal data, control of access to equipment, data access control, communication control related system, control of data transport. It also fixes a problem of cooperation that was required, with good reason, by the European Commission: collaboration between us and the Ministry of Justice, practical among us, and Prosecutor’s Office. A magistrate will be permanently delegated to SIRENE office. SIRENE Bureau is a part of it, actually is SIS’s Interpol, and contains additional data about people in Romania.

The government in March 2011, together with you and Mr Predoiu or others with competence - the Transport Ministry with the Ministry of Finance, but essentially the Ministry of Administration manages the integration into the Schengen area – will organize a government meeting in March 27, 2011 at Schengen border point which to definitively consecrate Romania's accession to Schengen area and all Romanians to have any problem no longer with the accession to Schengen area, since March 2011.
