Statements by PM Emil Boc and other Cabinet members at the beginning of the Executive meeting

PM Emil Boc:
We finalized to discuss the agenda noting that the Environment Ministry’s proposal to further supplement by 50,000 tickets value is be included on the agenda. We reach thus 160,000 value tickets under the Car scrap program. Minister, how many cars have been sold so far and how many of them are manufactured in Romania?
Minister Lazslo Borbely:
Mr. Prime Minister,
Dear colleagues,
I want to inform you that we have already delivered over 100,000 vouchers to REMATs, where over 85,000 cars are currently delivered. There are 12 600 new cars bought in this period, only through "Car scrap” program. According to our calculations, if they sell - and it seems that the 160,000 vouchers will be sold – it means that over 55,000 new cars will be bought only this year through "Rabla" program, compared to last year, when the whole year 32,000 cars were delivered. It is therefore a successful program.
We have the necessary money and I want to inform you that we reached 600 million lei to these 50,000 vouchers. We have money from the Environment Fund. We go further on. Of these 12,600, about 57% is domestic car production.
PM Emil Boc:
In other words, at least until now, the program has attained the objective for which it was formed and I am convinced that it will further be the same. I would also propose you to discuss in emergency regime, to be submitted to Parliament, the draft law to support agriculture, to earmark subsidy worth 21 EUR per thousand liters of diesel in agriculture, so that we come up with another measure of support for those working in agriculture, given the conditions of 2010 and in terms of restricting framework of subsidies to agriculture, but this measure, I think, is in line with European legislation and with the Romanian agriculture’s needs, will be well welcomed. With these two observations, we get to the draft law on the cancellation of the agreement between Romania and Spain on the mutual recognition of driving licenses, Mr. Minister explaining that nothing seriously happens by this cancellation.
Minister Teodor Baconschi:
Mr. Prime Minister, through this draft law, we avoid the parallel regulation in the field of driving licenses. Following Romania’s accession to EU, the community law norms are enforced with priority compared to national law, working at the existence of double regulation in the same field, both in Romania and Spain. There is nothing to prevent the termination of agreement, especially since our accession, the Spanish authorities granted to Romanian citizens all the benefits enjoyed by EU citizens.
PM Emil Boc:
Basically, it's a double regulation in this area and legislation is simplified so as not to be double regulation, because this agreement was signed before Romania's EU accession.
Minister Teodor Baconschi: Surely. In 2004.
PM Emil Boc: In 2004. If there are comments from the Ministries.
Minister Vasile Blaga: We agree and we are co-authors too.
PM Emil Boc: Initiators, together with the Ministry. Permits, you issue them too. Other comments? No. it is approved.
Draft law on ratification of the Agreement between Romania and Cyprus on mutual recognition of higher education qualifications. Please, Mr. Minister.
Minister Daniel Funeriu:
Good morning, Mr. Prime Minister. On May 22, 2009 there was signed between the Government of Romania and Government of Cyprus, the agreement for the mutual recognition of higher education qualifications. Therefore, we now send this bill to Parliament to ratify the bilateral agreement, which, as its title indicates, pertains to the recognition of diplomas and qualifications from both countries for young people in Romania, that Cyprus to be able to pursue studies in the other country.
PM Emil Boc: Comments? Justice Ministry?
Minister Catalin Predoiu: It is endorsed.

Three. The Draft Law for the amendment of Article 86 of the Electrical Energy Law 13/2007. Minister, please.
Minister Adriean Videanu: Mr. Prime Minister, Dear colleagues. The Draft Law on amending article 86 of Electricity Law 13/2007. Article 86 provides for acquisition of the European Commission’s Regulation 1228 and the Regulation of European Parliament from 2003 on network access conditions for cross-border exchanges in electricity. Basically, it aims to punish non-compliance by the carrier with regulation framework and obligations under the regulation system.
PM Emil Boc: Basically, it is a European Directive which makes this change. If the judiciary has comments.
Minister Catalin Predoiu: It is endorsed.
PM Emil Boc: Other ministries? It is approved. The next draft law is in the same line, from what I observed. The draft law on Gas Law.
Minister Adriean Videanu: This is right. Same thing. It takes over the European rules and it regulates the framework of sanctions for their non – observance by the national carrier of natural gas.
Minister Catalin Predoiu: It is endorsed.
PM Emil Boc: It is endorsed by the Ministry of Justice too. Other comments? No? Then, it is approved. Does emergency procedure is enforced for any of these draft laws or can they be passed in usual procedure? We enforce the emergency procedure in exceptional situations such as, for example, today, with the passing of ANI Law. Let us hope that we will have this draft law passed in the Chamber of Deputies today. At 10.00 a.m, the Legal Committee meets.
Mr. Valentin Iliescu: Yes, Mr. Prime Minister. Until 9.00 a.m., the amendments are submitted and at 10.00 a.m. Legal Commission meets, by 12.00(noon), before the final vote, there is the debate in the plenum of the Chamber of Deputies.
