The deadline for the biometrical passport elaboration has been prolonged until December 31, 2008, the Secretary General of the Government, Mr. Gabriel Berca has stated at the end of the Government meeting
Today, the Government has approved an Emergency Ordinance whereby the National Printing House will exclusively issue, a series of documents, such as biometrical passports, the Government Spokesperson, Mrs. Camelia Spataru has stated.
The ordinance stipulates the transfer of electronic passports elaboration related activities and other similar documents as well as of their related activities, from RA- APPS to the National Company “National Printing House”, SA.
The normative act amends the Emergency Ordinance no. 199/ 2000 on the setting up of the National Company “National Printing House” SA, approved with amendments through Law 402/ 2001 so that the National Printing House will have the responsibility of producing, exclusively the electronic passports, the driving licenses and the registration certificates, identity cards, residence permits, and traveling documents about to be issued to foreigners, visa collant, collants for biometric visas, as well as of other documents whose technical specifications are classified as “EU secret”.
Once with the EU accession, Romania undertook the obligation of introducing the biometrical passports. As at the level of RA- APPS, the public auction procedures for the assignment of the activities of passport elaboration have not been finalized, and Romania entered a pre- legal procedure, the Government has taken this measure to fit the legal deadline.
The personalization of electronic passports will be carried out by the National Unique Centre for the Personalization of Electronic Passports which will function under the authority of the General Directorate of Passports within MIR, which will be set up through Government Decision, at the MIRA proposal, within 90 days since the date of the publication of the current ordinance in the Official Gazette.
RA- APPS will continue to perform the activity of documents issuance until their effective delivery, on the basis of protocol, to the National Printing Company SA.
