The Executive will continue the structural reforms
The Executive will go ahead with the structural reforms it committed to enact in the field of unitary pay law, agencies’ and governmental structures’ restructuring as well as in the educational field, PM Emil Boc has stated today at the end of the Executive meeting.
“I told from the very beginning of my mandate that Romania’s government, which is based on a very strong coalition in Parliament, will actually make no sense at all unless it carries out the structural reforms that were simply ignored over the past 20 years or those reforms nobody was bold enough to carry out”, Prime Minister has stated.
In this respect, PM has given assurances that the final form of the draft law on the unitary pay in the budget system will be finalized and presented in the Government by August 14th, so that the draft law is afterwards sent to Parliament.
In this context, PM has reiterated as necessary the promotion of this law through the responsibility assumption before the Parliament.
Regarding the decentralization of structures and agencies under the Executive’s authority, Prime Minister will meet each Minister that has under its authority such structures so that the draft law can be finalized by August 14th.
“Today, we agreed to dismantle some agencies, to integrate others into the Ministries’ structure and to merge others, whereby taking over two or three units existing in the current structure. Those structures required by the EU, or those prerequisite to the state functioning will remain. We will cut in salaries or personnel according to the respective structures’ characteristics”, Prime Minister has added.
With respect to agencies with individual revenues, PM has mentioned that a formula will be found for the revenues of these agencies to be collected to state budget, and their employees to receive salaries similar to those of other state employees.
“The salaries are being currently negotiated. There is no regime enforceable through a national law. There are situations when despite austerity conditions we enforced, nothing changed; there are governmental agencies where we cannot feel any crisis, there are agencies where the drivers’ salary reaches 41 million ROL”, Prime Minister has stated.
PM Emil Boc has further announced that on the Executive meeting, there has been decided that until September 15th, the Public Finance Ministry, Ministry of Administration and Interior, Ministry of Labor, Family and Social Protection and Ministry of Justice and Citizenship Freedoms are to elaborate the cost standards for public administration, what the state deems as optimum for functioning and it is absolutely necessary to exist.
“Unfortunately, for 20 years, this phenomenon escaped control. Now, we face the following situation: there are mayoralties, county councils with shortage of personnel and they encountered difficulties given that hiring in public administration was suspended, whereas there are other hyper- crowded administrative structures that cannot justify their high number of personnel” PM has outlined.
Other decision made on today’s meeting refers to the elaboration of the first form of the draft state budget law for 2010 until September 1st for it to be submitted to Parliament’s debate in October.
