Theme: Executive Meeting from 04.08.2005
The Government Decision concerning the support of the agrarian growers in order to buy tractors, adopted in the meeting dated July 28, 2005, was send today to be published and has appeared in the Official Gazette of Romania no. 712, on August 5, 2005
The Prime Minister Calin Popescu-Tariceanu and the Minister of Agriculture, Forests and Rural development, Mr. Gheorghe Flutur, according the Law no. 90/2001, signed and contra signed the Government decision.
The money for the financing of the aids granted to the agrarian growers - 100 billions ROL - derive from the budget of the Ministry of Agriculture, Forests and Rural development, ministry that has also as obligation to implement these settlement.
According to the Law no. 90/2001 concerning the organization and the operation of the Romanian Government and Ministries, the normative acts adopted by then Government are signed by the Prime Minister and contra signed by the Ministers that have the obligation to put into execution these:
"Item 27. 1) The Government adopts decisions and ordinances in presence on majority of the members. The decisions and ordinances are adopted through agreement. If the consensus is not attains, the Prime Minister decides.
2) The precautions of the alignment (1) are applied also for the documents and the measures debated in the Government meeting.
3) The decisions and ordinances of the Government are signed by the Prime Minister, are contra signed by the Ministers that have the obligation to put into execution these and are published in the Official Gazette of Romania, Part I. If these are not publish appears the non-existence of the decision or ordinance. The decisions that have a military character are transmitted only to the interested institutions."
